A Bit About Us
ECAPro is a fast-rising KPO (Knowledge Process Outsourcing) operations company situated in the Central Business District of Makati City, Philippines. The operations support the outsourcing model where clients can find offshore solutions for various disciplines which are not limited to Engineering, Construction, and Architecture.
The company is grounded in exposing world-class Filipino talent to the world. The founders of the company, who are of Philippine descent, have experienced exactly what it’s like to be a world-class Filipino in the big world.
Noel Tapiru Allag
Founder & CEO
Noel has internationally recognized degrees in Civil Engineering, Construction Economics & Construction Management. Throughout his career, he has gained affiliations with various global professional organizations.
He has worked in the construction industry in the Philippines, New Zealand and Australia since 1987 which allowed him to gain sufficient experience to combine their unique construction methodologies in building his vision to produce the experts in engineering and construction fields.

Joined by his eldest son, Zion Mared Pelagio Allag, a graduate of Bachelor of Business Studies with double majors in Accountancy and Management from Massey University in New Zealand and his second son Keil Theo Pelagio Allag, a graduate with honours of Bachelor of Engineering with double majors in Civil & Environmental from Queensland University of Technology in Australia; their vision has grown to fruition: to mould internationally competitive talents from the Philippines.
